Jev's answers to a level
Jev gives probabilities, not a verdict. The rules that turn them into NONE, WATCH, ELEVATED or CRISIS are code you can read and test.
- Jev answers every question about the message in one call.
- Rules in code pick the level. The highest level with a rule met wins.
- The conversation has a memory. A level is the state of the conversation, not one message's reading.

This recording so far:ELEVATED→CRISIS
- It rises at once and comes down slowly. One calm message never lowers it.
- Weak signals build up over turns. Each message adds to a score that keeps 60% of itself per turn. 0.9 makes WATCH, 1 ELEVATED.
- ELEVATED settles to WATCH after 4 calm turns in a row. Never to NONE.
- Only a person clears CRISIS. A reviewer brings it down to ELEVATED, not lower.
- Early messages are remembered. Jev sees the last 8 messages. Up to 10 that raised concern are shown to it after they scroll out.
