The user check overlaps with generation. The reply check adds time after the draft is ready. This timeline uses the first recorded turn, not benchmark medians.

If a check fails or misses the deadline, withhold the draft and use a fallback matched to known risk. That prevents unchecked delivery; it does not recover the missing assessment. Failed turns can be rechecked later.
